Microsoft warns of problems with several of Windows 11's built-in apps
If you have been experiencing problems in Windows 11, particularly with the Snipping Tool, you are not alone.
An issue with an expired certificate means that the Snipping Tool app, as well as other apps and settings in Windows 11, do not work properly -- or at all in some cases. Microsoft has workarounds and fixes for some of the problems, but not all of them.

In a support document entitled Snipping Tool and some built-in applications might not open or work as expected, Microsoft warns: "Starting on November 1, 2021, some users might be unable to open or use certain built-in Windows apps or parts of some built-in apps. This is caused by an issue with a Microsoft digital certificate, which expired October 31, 2021".
The company says that the following applications might be affected:
- Snipping Tool
- Accounts page and landing page in the Settings app (S mode only)
- Touch Keyboard, Voice Typing, and Emoji Panel
- Input Method Editor user interface (IME UI)
- Getting started and Tips
Microsoft's solution for the non-functioning Snipping Tool is simply to advise people to make use of the Print Screen key and (of all things) Paint.
When it comes to fixing the issues with Touch Keyboard, Voice Typing and Emoji Panel, Input Method Editor user interface (IME UI), and Getting started and Tips, Microsoft says that installing the KB5006746 update is what users need to do.
